Designing a model for the development of organizational capabilities with an emphasis on the theory of strategic reference points in the general sports and youth departments of the country

Abstract
This research was carried out with the aim of designing a model for the development of organizational capabilities of the general sports and youth departments of the country with an emphasis on the theory of strategic reference points. The research method was qualitative (data base theory).The data collection tool was through in-depth and semi-structured interviews. After conducting17 interviews with (members of the university faculty, high and middle managers of the ministry and general managers of sports and youth departments)the codes reached theoretical saturation. Data analysis was done simultaneously using Glaser's(1978) approach. By carrying out the three-stage coding process (open,selective and theoretical)72 primary codes were finally obtained, which were classified into 15sub-categories and 7main categories. The results of the coding showed that the development of organizational capabilities with emphasis on the theory of strategic reference points is based on seven factors:1)adaptive capabilities,2)cultural capabilities,3)individual capabilities,4)core capabilities,5)knowledge capabilities, 6)competitive capabilities and7)dynamic capabilities.Therefore, when the mechanism of the effect of these factors is correctly identified and recognized, we can witness the growth and development of the organizational capabilities of the country's sports and youth departments, emphasizing the theory of strategic reference points. According to the results of the research, it is suggested that the sports and youth departments across the country coordinate and integrate information technology strategies with organizational strategies in order to optimally use information technology, which was found to be effective in developing the organization's capabilities. Invest in information technology and assign information technology functions to different departments of the organization.
