The statistical population of the research consists of experts and specialists in the fields of sports management, strategic planning, and those who have served in Nezaja. The sampling in this research was simple random and included 156 individuals from the statistical population. The data collection tool was a 48-question questionnaire designed by the researcher. For data analysis, structural equation modeling was used by the partial least squares method using PLS software.
Findings: The findings of this research indicated that all five obstacles under investigation have a significant role in preventing the implementation of strategies. These obstacles include: managerial obstacles with (79.66%), organizational obstacles with (78.23%), planning obstacles with (76.20%), individual obstacles with (75.50%), and finally environmental obstacles with (74.03%). The examination of the fit of the model of obstacles in implementing strategic programs in intra-organizational sports in Nezaja showed that all fit indices in this model are within the acceptable range.
Conclusion: Managers, policymakers, and other organizations associated with Nezaja can use this model and tool to implement strategies. This tool allows them to pay attention to all the obstacles that are in the path of implementing strategies and propose appropriate solutions to solve them.
