Effects of Information and Communication Technology (ICT) on Organizational Empowerment and Organizational Citizenship Behavior with the Role of Organizational Commitment Mediation in employees of the Iranian Ministry of Sport and Youth

Abstract
Background: Organizational success depends on developing organizational citizenship behavior (OCB) and organizational empowerment in human resources of organizations. Information and communication technology (ICT) and organizational commitment (OC) can also contribute to this success.
Aim: The present descriptive and analytical research was conducted to investigate the effects of ICT on organizational empowerment and OCB considering OC as the mediator.
Methods: The statistical population included all the 950 employees of the Iranian Ministry of Sport and Youth, 275 of whom were randomly selected as the research sample using the Cochran's formula. The data collection tools included standard questionnaires for assessing individual variables. The obtained Cronbach's Alphas for all questionnaires were above 70%, therefor questionnaires were optimal as well. The data were analysed using Structural Equation Modelling (SEM) in AMOS-20 and SPSS-20.
Results: The results show that ICT has a meaningful relationship with organizational empowerment (γ = 0.348, p <0.001), also ICT has a significant relationship with OC (γ = 0.712, p <0.001). However, OC has no effect on organizational empowerment (γ = 0.462, p <0.512). Moreover, ICT affects OCB through OC (γ = 0.705, p <0.001) while ICT does not affect organizational empowerment (γ = 0.672, p <0.001).
Conclusion: The reasons for the contradiction relate to the respondents' perspective regarding ICT and OCB. In addition, communicating with numerous experts and improving decision-making procedures enhances normative commitment. Employing ICT in the Iranian Ministry of Sport and Youth will increase and improve OCB and organizational empowerment, and ultimately will lead to progress in relevant duties and a more successful presence in numerous fields. These effects help to improve performance and achieve to organizational goals.
