Identifying and prioritizing factors affecting the organizational anomie of sports and youth departments using interpretive structural modeling

Abstract
The purpose of the current research was to identify and prioritize the factors affecting the organizational anomie of sports and youth departments using interpretive structural modeling. In order to collect data from two interview methods and a statistical questionnaire, there were a total of 325 people including managers and employees of the Sports and Youth Department of North Khorasan Razavi Provinces. The statistical sample in the qualitative phase of the research was 15 people from the statistical community who were selected purposefully and snowballed to conduct interviews and obtain the necessary and deeper information about the subject. It was completed in the qualitative stage and after open coding, 36 initial codes were extracted, which were finally reduced to eight main categories. The categories included inappropriate leadership and management style, inappropriate appointments, inefficient human resources, discrimination in the organization, dependence on the government, traditionalism of managers, weakness in professional ethics, and inappropriate organizational culture. The results of interpretative structural modeling showed that the factors affecting organizational anomie are placed on two levels, on the first level, inefficient human resources, discrimination in the organization, traditionalism of managers, weakness in professional ethics, inappropriate organizational culture, inappropriate appointments and inappropriate leadership and management style, and on the second level, dependence. According to the government, between level 1 and 2 in terms of their influence, level 2 factors have a high influence and affect all other dimensions, and level 1 factors are strongly influenced by level 2 factors and have little influence on other factors. Considering that organizational anomie in sports and youth departments causes disorder and abnormality, it is suggested to the relevant managers to take special measures in order to eliminate these factors and to reduce the factors that create the basis for the occurrence of anomie in their organizations and departments as much as possible.
