Evaluating the results of the implementation of high-handed documents with an emphasis on handing over sports facilities (Article 88) Khorasan Razavi Province

Abstract
The current research was conducted with the aim of measuring the results of the implementation of the above-mentioned documents with an emphasis on the assignment of sports facilities (Article 88) of Razavi Khorasan province. The current research is practical in terms of orientation and data collection was done qualitatively with Glazer's approach. The statistical population included the heads of provincial and city boards, sports experts of the sports and youth department of the province, sports elites of the province, members of the academic faculty of sports management in Razavi Khorasan province. Sampling method was done using purposeful and snowball sampling methods and theoretical saturation index for sampling from the research community. In the current research, theoretical saturation was reached in 39 interviews, and the sample number under investigation was 39 people. The data obtained from the interviews were analyzed during three stages of open, central and selective coding. Using open coding, the categories of the model were identified; Then, in the axial coding stage, the link between these categories was determined in the form of a coding paradigm. In the following and in the selective coding stage, the components of the coding paradigm were described, the course of the story was drawn, and the factors were explained. The results of the damages section indicated that the existing damages of handing over sports facilities to various aspects of sports in Khorasan Razavi province include categories such as; Financial damages, facility damages, unconscious damages, social damages, cultural damages, destruction and erosion damages, scientific damages, planning damages, management, educational damage, bureaucracy damage, human force damage, institutional damage. In another part of the results, it was found that the effective strategies for handing over sports facilities on different dimensions of sports in Razavi Khorasan province include things like; There were institutional solutions, cultural solutions, financial solutions, social solutions, facilitation solutions, protection solutions, planning solutions, educational problems, adhocracy solutions, management solutions, scientific solutions, human resources solutions and awareness solutions. Finally, effective basic measures were presented to improve the implementation of Article 88.
