The aim of the research was to identify the key uncertainties of grassroots football development. The current research was applied in terms of purpose and descriptive in terms of method, which was conducted in a mixed qualitative and quantitative manner. Sampling in the qualitative part was based on a specialized and targeted panel and was equal to 19 senior officials and experts in the country's football and university sports management professors. The statistical population in the quantitative part included all the managers and experts of the youth committee and talent search in the federation and football boards and managers of football clubs. To select the research sample, first, a cluster of ten provinces was randomly selected, and then 384 people were selected as a sample using Cochran's formula. The research tool was a researcher-made questionnaire including 78 indicators affecting the development of Iranian football and mutual effects matrix questionnaires. The validity of the questionnaire was confirmed by 10 sports management professors and its reliability was confirmed by Cronbach's alpha test (α=0.88). Mic Mac software was used to determine key uncertainties. The findings showed that in the development of 78 indicators in the form of 19 components in managerial, motivational and attitudinal dimensions, core competencies, human resources, financial, cultural and social facilities and equipment, it is effective on the development of basic football. The findings of the second part of the research showed that the components of attracting capable human resources, planning, organizational motivating factors, growth opportunities and financial sponsors are the most effective components (key uncertainties) of basic football. It can be said that determining the horizon and perspective of grassroots football by taking into consideration the strategic document of football development, careful and thoughtful planning, precision in recruiting and qualitative human resources of grassroots football with international learning can pave the way for the development of grassroots football.
