Pathology of sports rules and regulations in the field of sports for people with disabilities (case study: The law on objectives, duties and powers of the Ministry of Sports and Youth)

Abstract
Abstract
Purpose: Sports is a phenomenon that has always had social, economic, cultural and political effects both at the national and international levels. Therefore, progress in sports has been considered as a strategic priority. In this regard, the Islamic Council approved the law on objectives, duties and powers of the Ministry of Sports and Youth in 2020. The aim of the present study was to analyze the pathology of this law in the field of sports for people with disabilities.
Methodology: The current research was generally of a qualitative type, with thematic analysis approach, and in terms of samples, it was a documentary study.
Results: The findings of the current research indicated that due to the comprehensiveness of this law, it was expected that in the field of sports of people with disabilities, as the largest minority in the country, necessary measures would be taken and supporting disabled people's sports is also part of the goals of this ministry in this law. In Article 3 of this law, which states the goals of this ministry, there was no mention of sports for the disable, but in Part A of Article 4, which describes the duties of this ministry in the field of sports, it is stipulated in Paragraph 8: Adaptation of sports facilities and spaces for the use and presence of women and families and the physically disabled. The problem with this section is that people with disabilities are not only physically disabled people and other disabled groups, including the blind and deaf, have the right to use sports facilities and spaces.
Conclusion: Therefore, in order to establish distributive justice, prohibiting discrimination and enjoying citizenship rights equally for all members of the society, it is necessary to pay attention to these matters in the implementation stage and to adapt according to the conditions of all people with disabilities.
