Examining the strengths and weaknesses points of the seventh development plan bill in the field of sports compared to the sixth plan law

Abstract
Purpose: In this century, sports is considered one of the most important indicators in the development of any society and most of the countries are trying to introduce themselves to the world as a developed country by adoption of laws, preparation long-term strategic plans and investing in sports.In Iran, after the revolution, the laws of the first to sixth plans of economic, social and cultural development were approved and implemented with the aim of all-round development of the country that in each of these laws, sports were discussed in some articles. The aim of the current research was to investigate the strengths and weaknesses points of the seventh development plan in the field of sports compared to the law of the sixth development plan.
Methodology:The current research was qualitative,documentary type and with content analysis approach.
Results:The findings of the research indicated that in the initial text of the proposed bill, the level of attention to sports was very low and sports were not mentioned in any of the general policies and even article 94 of the law of the sixth plan, which was based on the allocation of 0.27% of the total 9% value added tax for the development of sports and sports infrastructure, was completely removed in the seventh plan bill, after the investigations, the generalities of this article with many changes in the details have been added as supplementary article 2 to the bill and approved by the parliament and sent to the Guardian Council.In addition, no special solution has been foreseen regarding the issue of the right to broadcast sports matches.The provisions of article 78 of the bill, which deals with this issue, is almost a repetition of the provision of article 92 of the law of the sixth plan, which did not reach the implementation stage.Therefore, it does not seem that there will be any progress in the field of sports broadcasting rights.
Conclusion:Considering the undeniable role of sports in the development of countries, achieving this goal requires more effective development program laws in the field of sports, which the seventh program bill lacks this feature.
