Identifying the impact of quantum management strategies on human resources development in sports facilities of the Department of Education with mediating role of innovative behavior (case study of Qazvin province)

Abstract
Organizational development is the inevitable consequence of continuous environmental changes in the present era, which can cause organizational growth and development. The purpose of this research is to identify the impact of quantum management strategies on the human resources development in sports facilities of the Department of Education with the mediating role of innovative behavior (case study of Qazvin province). This research is practical and descriptive survey. Based on Cochran's formula, 384 people were selected from among all the employees of sports facilities in Qazvin province by available sampling method, and Azimi and Razavi's (2007) quantum skills questionnaires, Spiders' organizational growth (2007) and Coles and Vanden Broek (2007) innovative behavior questionnaires was completed as a data collection tool. The validity of the questionnaires was confirmed through face and content validity, and the reliability of the questionnaires was obtained using Cronbach's alpha coefficient of 0.93 for innovative behavior, quantum management of 0.962, and human resources development of 0.84. The results of data analysis using the structural equation model, path coefficients and t-statistics and SmartPLS version 2 and SPSS version 18 software showed that quantum management strategies on the human resources development and its characteristics (openness and transparency, inclusion and engagement with each other, internal and external feedback, training and empowerment, organizational structure with a low layer) sports facilities of Qazvin Education Department have a positive and meaningful effect. The results of the bootstrap test also showed that innovative behavior has a mediating role on the relationship between quantum management strategies and the human resources development in sports facilities of Qazvin Education Department. The fit value of the overall model was reported as 0.079 and favorable using the square root index of the residual mean square, and therefore the appropriate fit of the overall model was confirmed.
