Whenever we talk about development, we must mention management and planning. Especially in matters such as sports and especially football, which will lead to the development of this field in the whole country, the issue of planning is inevitable. the present research was aimed at presenting a climate for sustainable football policy, using an innovative, analytical, and comparative methodology, based on the statistics of Lincoln and Goba, and the validation of the tool by the evaluation of the content of the examination of the examination of the content of the assessment, which was achieved during the process of the analysis of the content of the assessment by the evaluation of the content of the assessment of development policies. To identify the priority of the development indicators, seven of the statistical representatives took part in the quantity category and took their places in the quantity category, and took their decisions by the OPA and BWM criteria, finally by comparison of the classifications. The results of the research showed that the main themes of basic, applied, national and transnational policies were the efficient economy and capacity policy, the enhancement of resources and infrastructures, the promotion of talent and genius, income generation and commercialization, efficient leadership and capacity-building, innovation and inclusive education, transparency and financial health, the pattern of multidimensional and massive development, the emigration and transfer of governmental management, the broad and purposeful protection, culturalization and national solidarity, focus on internal capacity and endurance, furthering international relations and globalizing, and the most important of all was the emigration and transfer of governmental management.
