Abstract
Choosing the appropriate organizational structure is one of the necessary prerequisites for the successful adaptation of the organization to the surrounding complexity and changes. Therefore, due to the importance and role of sports in societies, the need to have a proper, clear organizational structure and stable systems in the country's sports becomes more important in order to achieve goals and plans.The purpose of the research was to investigate the consequences of development on the Viable system model in the organizational structure of the Ministry of Sports and Youth. The research was applied in terms of purpose and qualitative research with Glazer's unstructured method. The statistical population is sports management experts who have scientific, operational or both expertise. In the present study, the opinions of 11 experts were collected through semi-structured interviews in a targeted manner until reaching theoretical saturation. The reliability of the interviews was obtained using the intra-subject agreement study method of 0.75. For data analysis, the method of continuous comparison was used during three stages of open, central and selective coding by Max Kyoda software version 2018. 53 codes were obtained in the stage of open coding and 11 axes in axial coding and finally Viable system number 1 (executive system), Viable system number 2 (coordination system), system number number 3 (coherence subsystem), system number 4 (subsystem) intelligence or development) and system number 5 Viable (identity or policy subsystem) were identified. Therefore, knowing the structure, functions and operations, examining the complexity of the systems and its sub-sub-branches and the strategy and mechanism and the effective consequences in reaching the goals and sustainable development of the organization are among the most important advantages and achievements of the Viable systems model.
